Federal funding for Oregon cities to convert unused spaces for affordable, climate-friendly housing

The Biden administration recently announced funding and programs to support converting underutilized commercial buildings to residential use, including through “new financing, technical assistance, and sale of federal properties.” Thanks to key legislation and agency programs, Oregon is well-positioned to use this funding to create thousands of new homes, well-located in our existing towns and cities.

2023 Legislative Roundup

An unprecedented session with the longest walkout in Oregon history, the 2023 legislative session started out big, stalled out for six weeks, and then ended with a flurry of bills passing, often in thematic packages, as work whittled down to the last hours before Sine Die. 1000 Friends still helped pass many good bills, especially in the housing realm, plus we stopped a big last-minute attempt to undermine our UGB system.

Now that we’re midway through the 2023 legislative session, we have dozens of bills to review that relate to housing, natural and working lands, transportation, climate, wildfires, threats to urban growth boundaries, semiconductors, budgets, and rulemaking. This is an update to our original 2023 legislative overview.

Our 2023 Legislative Overview

The 2023 Oregon Legislative session got off to a fast start on January 17, with approximately 2000 bills filed. 1000 Friends is following about 150 that relate to land use, working to pass bills that will lead the land use planning program into the next 50 years, including on housing for all, using land use tools to address climate change, supporting local farmers, and reforming transportation spending to provide more ways for more people to get around.
