For over a year now, 1000 Friends of Oregon have been tracking Washington County Ordinances 882 and 883. These ordinances would begin the process of building a major collector road at the edge of our urban growth boundary and through prime farmland. These seemingly inconspicuous and small transportation system plan amendments would enable the creation of a three-lane road in Washington County — a “de facto Westside Bypass” — that would enable commuters to speed through productive farmland and important habitat. County staff is asking the County Commission to make exceptions to the statewide land use planning program and the current zoning to make these extensions possible. 

This is why 1000 Friends of Oregon collaborated with Unite Oregon, Save Helvetia, Tualatin Riverkeepers, local farmers, and Washington County community members to provide over 100 comments and pieces of testimony at public meetings. Hearing these concerns, in the summer of 2022, the Washington County Board voted to reject the first part of this project by rejecting Ordinance 883. 

Now we need to ensure that the county rejects this roadway that would break apart prime farmland and weaken statewide land use goal exception standards– while also forcing a conversation about growth and transportation needs in Washington County that has been kicking around since the days of the Westside bypass. We’ve heard some indications that the county commission may again delay decision on this ordinance, despite the fact that it’s already rejected the accompanying ordinance, and they have been delaying this ordinance for the better part of a year rather than simply vote on it.
