Staff Attorney

As Staff Attorney for 1000 Friends of Oregon, Blair is responsible for the enforcement of Oregon land use laws protecting farm and forestland. She first came to Oregon in 1988 and served as 1000 Friends staff attorney for twelve years. During that time, she was fortunate to work under Henry Richmond and Robert Liberty, who instilled in her the necessity of eternal vigilance in enforcing and defending Oregon’s land use laws. Geniuses, both, they shared Tom McCall’s vision of Oregon’s unique magnificence and our duty to protect her natural resources, working landscapes and economy from the ever-present “grasping wastrels of the land.”

Blair earned both her BA in English and her JD at Tulane University in New Orleans. Before coming to 1000 Friends, she clerked for a wonderful federal district court judge in southwest Louisiana and practiced at a large, full-service law firm in New Orleans. Starting in 2002, she pursued a rewarding career in finance before returning to 1000 Friends in 2023. In addition to enforcing, improving and realizing the full potential of Oregon’s land use laws, Blair hopes to share with Oregon’s next generation the vision of her 1000 Friends forebears and an appreciation of Oregonians’ great good fortune in having a statewide planning program with the legal tools to protect all they hold dear.
